    The Economist Intelligence Unit (EIU) is the research and advisory service of The Economist Group. The EIU’s expertise in country analysis, macroeconomic principles and forecasting methodologies has provided decision makers with critical information since 1946. Within The EIU, the Public Policy Consulting team provides research and policy advisory services to governments and international organisations.


    The Public Policy team is seeking to identify experienced Proposal Specialists with a proven winning track record in producing winning bids for UK Government and/or EU Institutions (particularly UK DFID and The Foreign and Commonwealth Office). Following said pre-selection, the Proposal Specialists will be called to support our team on a freelance basis over the next 12 months.


    In your cover letter please state:

    • Key clients with whom you have established relationships
    • 2-3 most relevant bids you worked on (including client name/type and topic) and short description of your role (e.g. managed end-to-end, supported)
    • The yearly overall budget you have successfully secured, including the key clients names/type of client,
    • Your bidding success rate (in%)


    How will you contribute:

    • Help identify new tender opportunities with UK Government and/or EU Institutions
    • Project manage the bidding process. Tasks may include:
      • Ensuring all administrative/ procedural requirements are met in full and are aligned with market best practices
      • Providing inputs in the definition of managerial best practices on finance, reporting, compliance, ethical walls for large UK and EU tenders
      • Supporting relationship development with procurement offices within UK Government and EU institutions
      • Liaising with the Public Policy consulting team to collect EIU content and support in the drafting of the bid documentation 
      • Speak and write knowledgeably on the economic, political, social, and cultural environment of proposed projects
      • Identifying key value-adds that the EIU should emphasise when bidding to ensure success
      • Providing inputs on potential partners, subcontractors, technical specialists with whom the EIU should build relationships Establish and nurture collaborative relationships with government agencies

    Experience, skills and professional attributes

    The ideal skills for this role are:

    • A demonstrable track record of winning public tenders from the UK Goverment and EU Institutions in the fields of Policy Design, Economic and Policy Research, Economic Development or Aid Research is essential
    • Extensie work experience, of leading proposals and contracts for the UK Government (strong preference for DFID and Foreign and Commonwealth Office) and EU Institutions
    • Working knowledge of other international aid donors (ideally private bodies or multilateral organisations)
    • Knowledge of the market of private sector contractors serving these clients, including the freelance market
    • Very strong multi-tasking and organisational skills with an ability to work in a bidding team effectively
    • Experience of managing relationships in complex organisations, and working effectively within multi-disciplinary and geographically dispersed teams
    • Excellent communications skills, including the ability to draft and quality assure long documents in English to a high standard, and a succinct verbal style
    • Understanding of international development from experience with other organisations would be an asset but is not essential
    • Very strong presentation and proposal writing/coordination skills
